Lee White currently serves as Deputy Assistant Secretary for the Office of the Assistant Secretary for Research and Technology at the U.S. Department of Transportation. As a senior advisor to the Assistant Secretary, he generates strategic recommendations that help steer and optimize transportation research policies and programs. Lee directs the implementation and day-to-day management of research and technology programs, driving the Department’s innovation agenda while upholding operational excellence. 

Blake Grolmus is the Senior Vice President of Government Relations with the Iowa Motor Truck Association, where he leads the association’s advocacy efforts with legislators and regulators at both the state and national levels.

Throughout nearly two decades of supply chain and transportation experience, Blake held progressive leadership positions in operations, facilities management, and safety at Target and Ruan Transportation Management Systems prior to joining IMTA in November 2025.

Randall (“Randy”) J. Clifford is Chairman and Chief Executive Officer of Ventura Transfer Company, which he has led since 1987. Randy joined the firm full-time following his graduation from college (1980) and spent the next seven years learning the business from the bottom-up, inside and out working with his three brothers as well as his parents.

Brent L. Yeagy is an industrial manufacturing leader with more than 25 years of experience in the automotive and commercial transportation industries. Since June 2018, Mr. Yeagy has been responsible for the strategic direction and operations of Wabash in his role as President and Chief Executive Officer. 

Doug Simon joined the U.S. Department of Transportation as the Director of the Office of Drug and Alcohol Policy Compliance in May of 2025. 

He arrived at DOT after serving four years as the Florida Director of the Office of Drug Control where he was tasked with implementing the Governor’s drug control policies across all Florida agencies. 

Rebecca has led PMTA since February 2021. Her experience prior to joining the trucking industry includes almost 20 years in state government with the Departments of State, Conservation & Natural Resources, and Community & Economic Development. She also worked for several associations, most recently the National Federation of Independent Business (NFIB), where she advocated for small businesses in Harrisburg. Rebecca holds a B.A. from the University of Pennsylvania and an M.A. from Georgetown University.

Ben joined the NCTA as President and CEO in October 2022. Prior to accepting this role, Ben served the NCTA in a variety of capacities, including the Allied Chairman position in 2020 and service on the Board of Directors as well as the SHRC Advisory Board. Ben started his professional career as an attorney servicing the transportation industry.

The Greenbergs currently reside in Raleigh, North Carolina. Outside of work, the Greenbergs love spending as much time as possible outdoors, whether that’s enjoying a hike or time on one of North Carolina’s beaches.

John D. Esparza, a graduate of Texas Tech University in Lubbock, is the President and Chief Executive Officer of the Texas Trucking Association (TXTA), He also serves as the Executive Director of the Southwest Movers Association (SMA). Esparza served as senior advisor and a special assistant to Texas Governor Rick Perry, focusing on policy, legislative and political strategies. Esparza was a personal assistant and aide-de-camp in the Texas Senate to then Lt. Governor Perry.

Mark Doughty serves as the President and Chief Executive Officer of PrePass Safety Alliance. Mr. Doughty is responsible for business planning, contracting and the day-to-day oversight of The Alliance’s service offerings.
